Driver Eligibility Requirements
To become a MOOV driver, you must meet the following criteria:

  1. Age Requirement: You must be at least 21 years old.

  2. Driver's License: Possess a valid driver’s license issued by the State of Minnesota or Wisconsin.

  3. Driving Experience: Have at least three years of licensed driving experience in the U.S. 

  4. Background Check:

    • Pass a criminal background check with no convictions for serious offenses, including but not limited to DUIs, violent crimes, sexual offenses, and felonies.

    • No convictions related to driving without insurance or reckless driving within the past three years.

  5. Driving Record: Maintain a clean driving record with no more than three moving violations in the past three years and no major violations in the past seven years.

  6. Vehicle Insurance: Provide proof of personal vehicle insurance that meets or exceeds Minnesota’s minimum requirements.

  7. Smartphone: Possess a smartphone capable of running the MOOV Driver App.

  8. Vehicle Registration: Have a vehicle that is registered and insured in your name.

  9. Vehicle Inspection: Pass an annual vehicle inspection conducted by an authorized mechanic.
     

Vehicle Eligibility Requirements
To ensure the safety and comfort of our riders, all vehicles used for MOOV services must meet the following requirements:

  1. Age of Vehicle: Vehicles must be no more than 10 years old OR no more than 150,000 miles.

  2. Body Type:

    • Must be a four-door car, truck, or van.

    • Must have seating for at least four passengers (excluding the driver).

  3. Condition:

    • Must be in excellent cosmetic and mechanical condition with no significant body damage.

    • Must have working air conditioning, heating, and all safety features (e.g., airbags, seatbelts).

  4. Safety Features: Vehicles must be equipped with standard safety features, including functioning seat belts, anti-lock brakes, and airbags.

  5. Inspection: Vehicles must pass an annual TNC inspection - if you have already completed one in the last year for another rideshare, you can use the same inspection report.

  6. Insurance: Must maintain current insurance that meets or exceeds state minimum requirements and covers the vehicle when used for TNC services.

  7. Emissions Compliance: Vehicles must comply with all local emissions standards.

MOOV Driver Policies

Driver Compensation & Policy Updates
(Effective December 1, 2024)

MOOV is committed to ensuring our drivers have the best rideshare experience while staying compliant with Minnesota's new laws under HF5247/SF5234/CH127 Article 17: Transportation Network Companies. Here’s what you need to know about how these changes will benefit you as a MOOV driver:

Fair Driver Compensation
Starting December 1, 2024, MOOV will implement the following minimum driver pay structure across all service tiers.  Please note, this is a minimum rate for the driver pay portion - the full customer fare covers driver pay, platform fees, insurance, technology, tax, and other fees:

 

  • $1.28 per mile

  • $0.31 per minute

  • $5 minimum per ride
     

Additional Compensation:

  • Drivers operating wheelchair-accessible vehicles will earn an additional $0.91 per mile.

  • Cancellation fees: Drivers will receive 80% of the ride cancellation fee if the ride was canceled after the driver departed.
     

Driver Rights & Deactivation Policies
MOOV is committed to fair treatment and transparency for all drivers:

 

  • Deactivation Appeals: Drivers have the right to appeal a deactivation decision. If successful, reactivation will be possible.

  • Plain-Language Policies: MOOV's deactivation policy will be published in multiple languages and kept accessible online.
     

Insurance & Safety
To ensure your safety, MOOV will provide:

  • Auto Insurance: Maintained on the Driver's behalf while they're online or driving for MOOV.

  • Accident & Sickness Coverage: A blanket insurance policy offering at least $1 million in benefits for personal injuries sustained while driving.
     

Non-Discrimination Policy
MOOV is dedicated to fostering an inclusive rideshare community. Discrimination of any kind against drivers is strictly prohibited, including but not limited to:

  • Race

  • National Origin

  • Color

  • Creed

  • Religion

  • Sex

  • Disability

  • Sexual Orientation

  • Marital Status

  • Gender Identity
     

Driver Records & Transparency
To keep you informed, MOOV will provide:

  • Compensation Notices: Clear details of your earnings.

  • Assignment Notices: Information about ride assignments.

  • Daily Trip Receipts & Weekly Summaries: Available on the Driver App for your records.
     

These records will be kept for three years and available upon request.

Opt-Out of Arbitration
Drivers will have the option to opt out of arbitration. If arbitration is chosen, drivers may not seek remedies in district court for the same issue.  To opt out, please email info@themoovapp.com with your Full Legal Name, Mailing Address, Phone Number, and a note that you would like to opt out of arbitration.

Ongoing Support & Education
MOOV is actively working with state agencies to ensure drivers are informed and supported. Minnesota has allocated funding to enforce these laws and conduct outreach to drivers.

Driver Deactivation Policy

At MOOV, we strive to provide a safe, fair, and professional rideshare experience for Drivers and Riders alike. Drivers may be deactivated under the following conditions. Please note that this list is not exhaustive, and MOOV reserves the right to deactivate drivers for other conduct or circumstances that violate our policies, applicable laws, or community standards.

1. Safety Violations

  • Engaging in reckless or dangerous driving behavior, including excessive speeding or failure to obey traffic laws.

  • Driving under the influence of drugs or alcohol while on the platform (MOOV has a zero tolerance policy, in accordance with City Ordinances)

  • Allowing unauthorized individuals to operate your vehicle while logged into the MOOV platform under your profile


2. Criminal Activity

  • Committing criminal act while using the MOOV platform.

  • Using the platform to engage in fraudulent or illegal activities, including identity theft or false claims.

  • Being convicted of a felony or violent misdemeanor that compromises the safety of Riders or the integrity of the platform.


3. Rider Complaints

  • Repeated or serious complaints from riders about inappropriate behavior, harassment, or unprofessional conduct. 

    • ​MOOV will always thoroughly investigate allegations of Driver misconduct. 

    • ​If the allegation is related to driver or rider safety, the user will be temporarily suspended from the app while the investigation is conducted. 

    • ​If the allegation is minor (e.g., poor experience, poor communication, vehicle cleanliness, etc.), MOOV will immediately provide feedback to the Driver to allow for a chance to improve, while an investigation is conducted. 

    • ​The outcome of an investigation can range from no further action to coaching and feedback to the Driver or Rider, up to and including permanent ban from the MOOV platform and referral to law enforcement as required.
       

  • Discrimination against riders based on race, national origin, color, creed, religion, sex, disability, sexual orientation, marital status, or gender identity.

  • Failure to comply with MOOV’s non-discrimination policy.


4. Policy Violations

  • Failing to maintain proper licensing, registration, or insurance requirements as outlined in MOOV’s driver eligibility guidelines and city TNC ordinances.

  • Operating a vehicle that does not meet the safety or quality standards required by MOOV.

  • Violating MOOV's terms of service or community standards.


5. Fraudulent Activity

  • Falsifying trip information or manipulating the platform to increase earnings fraudulently.

  • Accepting trips but failing to complete them without valid reasons.

  • Creating duplicate accounts or sharing accounts with unauthorized individuals.


6. Health and Vehicle Safety

  • Using a vehicle with significant mechanical issues or failing to address reported safety concerns in a timely manner.

  • Refusing to or failing to provide a clean and safe environment for riders.


Deactivation and Appeal Process

In case of a deactivation, Drivers will be notified via a notification in the app, an SMS to the phone number registered on the app, and if available, an email address.  Drivers will be unable to service ride requests after a Deactivation, any outstanding pay to the Driver will continue to be fulfilled.  Questions can be sent to info@themoovapp.com.

Drivers have the right to appeal deactivation decisions if they believe the deactivation was unjustified. Appeals can be submitted in writing to info@themoovapp.com within 14 days of deactivation. Appeals will be reviewed promptly, and reactivation is possible if the driver demonstrates compliance with MOOV policies.
